With Berkeley about to release a draft EIR for a new ferry terminal project on a designated waterfront park in Berkeley’s waterfront it makes sense to examine the issues that proposal raises.  How much will it cost, who will pay?  Does the project benefit or harm equity for residents?  What are the environmental impacts, and potential benefits?
